The Millennium Tower in San Francisco is sinking and tilting, causing a host of other issues, and the building’s precarious tilt is offsetting plumbing lines, causing sewage backups in some units.

The annual changes in building codes, one building inspector told me, occur to insure that there’s always work in construction. It has nothing to do with public safety.
