A large chunk of the Bay Area is already experiencing “exceptional drought” conditions, which is the worst of the worst in the U.S. Drought Monitor’s rating system. Most of California — 74.5 percent — is in the “extreme drought” zone, and we haven’t even turned the page into summer. While
